Delta Consulting, Inc. was founded in Natchitoches, Louisiana in 1972 as Natchitoches Engineering Services by W. Pierre Lemoine with the goal to provide client based services for municipal, commercial and private clientele. In 1984 the firm was renamed as N&A, Inc. and managed by Rick Nowlin. In 2019, the firm name was changed to Delta Consulting, Inc., and is currently managed by Kyle Howard, Jarod Taylor, and Brandon Thornton. Since the beginning, the company has become increasingly involved in more diversified engineering projects as well as the administration of grants for local governments. Although the size and abilities of our firm have been in a constant state of change, we have held fast to our founding principle of providing excellent service.
Our firm has participated in projects ranging from complete feasibility studies and project planning to design and contract administration. Project activities include development of plans and specifications, site selection, administration of construction projects, environmental assessments and reports. We have also administered public facility grants funded by the Louisiana Community Development Block Grant (LCDBG) program as well as grant / loan projects funded by Rural Economic and Community Development and State Revolving Loan Fund programs.
